You should be required to report every time someone offered you drugs or you are guilty of a crime?

Doesn't sound right does it. It sounds like a weak policy to me too. But look at the polar opposite of it? Drug proliferation. The user becoming the smaller dealer. That is sickening. How else do you put a stop to a shifty devil like that?
