There should be a national registry of those who have the capability to hack a computer software system.
Those who have the capability must register.
And they can add those they know have the capability; perhaps it even amounts to receiving a degree in computer science or being a highly proficient student of such.
Why?
Because it might create a locus map and thereby make it easier to identify and successfully prosecute a hacker.
And perhaps the sentencing upon conviction could be higher for those that did not register.

A white collar crime where peoples livelihood is wiped out? Is it our fault upon sentencing that a human conscience was not able to be instilled in these people.

What is the matter with you hanging your head low ostracized and not showing your face around the country in shame after that? How did shaming horrible people become politically incorrect. Organized crime and the death penalty? If you think you are so great that you can rob us into emaciated poverty then you likely think you will be born again? Who are we to prove you wrong on that? Who are we to prove you wrong upon Gods judgment of you after a conviction and lethal sentencing?
