This one would be where there is no one to compete for Government contracts because threatened them or scared the cr@p out of them?
In effect creating a Monopoly.
And perhaps not bidding on projects so that when it comes around to be your turn to be the only who bids on a project you too can charge whatever you want?
And I would say that a capitalistic democracy functions better when roads last longer and there is less construction, and people can get to-and-fro more efficiently. So other parts of the economy, or peoples, are hurt by this in more than one way.

What if employees and beneficiaries of such government contracts where required to account for the whereabouts and time of all employees? And there were gov overseer's to that effect? Might even require gov contractors to wear gps tracking devices for billable hours?
