So perhaps Ray was anti-communist. At that time in history how did someone like that view unions? It depends on who you think controls them.
Perhaps Ray, he was doing time anyway...got better time terms if he fingered the gun?
Did he buy the gun? Was it the same caliber as the mentioned P man might have had?

How would Ray know to wait for King to come to the balcony?
If 5 agencies are surveiling King would they not want to know who he would be interacting with at that Hotel? Hence they would have looked into Rays background and find out...
