Numbers occur in series so if it is 9am then the hour in that series is 10 am. So 11am follows to 12 am and that is the end of the series?
But is 12:30 then not 12:30 am? No we know that is pm so that 12 noon also has to be pm.
And part of this is because we want that work day split directly in half for lunch and we don't want it to drag on. So that is the best way to think of it as being the way it is. It is 12pm.
We also think of the wee hours of the morning when it is 10 after 12 as being 12:10 am. As in what sob just woke me up.
So there it is and that is the reason why.
