What if all participants in a Senate Hearing or Legislative Voting were required to be 100% sober prior to participation?
If not they face immediate expulsion?

There was an Italian Singer that was very famous. And he had a great voice. However he was always drunk. After awhile you realize that. It detracts from the performance.
