On a Hypothetical Far Away Planet 03 11 2024

 Lets say that I want to rig a game where people buy tickets that have a coating on them that is scratched off to see if they are a winner or not?

There are three players.

1.  The issuer.

2. The Retailer.

3.  The Consumer Buyer.

I am trying to be general and vague.  But there is a place that delivers the mail.  And they have a scanner.  And you can look at an image of that mail-piece before you get it.  And sometimes it sees a layer inside.  And that doesn't appear like it would be expensive equipment to procure.

So could that equipment see under the scratch off layer of a ticket before it is scratched off to see if it is a winner or not?

Perhaps not.  But what about millimeter wave technology combined with infrared?  Whereby perhaps you heat that ticket up 5 degrees and it makes the scanner pick up the difference and read it like a book?  You could see it plain as day?  

I believe that technology does indeed exist.

So would it be profitable?  Absolutely.  And number 2 above would need an accomplice, to claim the winnings.  An unrelated person?  Now just look at the ugliness of that phrase, "unrelated person."  How on earth could you ever prove it?  And when it comes to the sickness represented by organized crime, how could you prove that isn't an "Unrelated person"?  Do they sit in the same pew at mass?

So you would want the process of cheating and scanning for winners to be automated.  So you would have computer equipment read those cards and be able to decipher a winner on its own, via the underlayer imaging technology.  You wouldn't want your rolls of tickets to be gone for too long.  Perhaps overnight?  Perhaps a lag time before you put the new roll in place?  Which corresponds to your ability to first scan it?

And how would a consumer know?  Is there any way?  A man (number 2 above) is pulling a ticket out of the roll.  Only he doesn't have to tear it off from the one behind it!!!  You're quick eye saw it?  Because there is a break in the roll of tickets it means the winning ticket has been scanned and torn out on the regular perforated lines of it?  And it was all placed back together as best as could be?

I remember George Bush senior saying, ~"If the public knew what we did they would tar and feather us."  Not really a statement that lends credibility to the Republican Party.  So there is a really bad secret there.  And likely the criminality of that secret has saturated our entire Democracy?  Do you find a pattern to people that are successful?  And that trait you see is not one that a good man or woman would ever teach their child?
