With regard to rental properties if an act of Prostitution occurred on that rental or business property then the ownership of that property should be transferred to public domain ownership.
And even though it cannot be proven that the owner of the property was profiting from it the property should no longer be owned by him or her or such trust.
Once in public domain it may be used as shelter.
