Because they cannot make binding and legal decisions for themselves and never will even at the age of 18 it means that they are “OWNED” and that is illegal per the 13^h Amendment of the U.S. Constitution.

The 13^th Amendment Abolished Slavery.

Because it is illegal to have one it also means it is illegal to create one. And that fact strikes down the 21^st Amendment as being illegal because Fetal Alcohol Syndrome is the primary cause of Mental Retardation.

You appropriately apply that 13^th Amendment and you have also abolished schizophrenia without abolishing (killing) the person who is labeled schizophrenic, guarantied.

What inspired this writing? I watched a “Dateline” episode where a Woman out West was engaging in High Fee Prostitution as her own Pimp and she went missing for a very long time until her remains were found. And virtually everyone in that video episode was EVIL.

Now look at clause (I) labeled above. And think about that in terms of paroled individuals? Because they have to report into the .Gov does that not mean that they are owned by the State? Ownership by the State would seem to me to fall under the scope of the 13^th Amendment and be illegal too! Do you see how when you get justice right and correct it separates the wheat from the chaff? The extremely high recidivism rate of those imprisoned for crimes that are related to substances that cause mental defect is a great detriment to our country because of the victims they create.

This is what the way “Forward” should be about!

Post Script notes!  Recidivism.  Means going back to prison.  What does a high rate mean?  It means poor ownership responsibility by the state of those individuals in prison!  That or if you adhere to my cold hearted belief, once that criminal and mentally defective mind is formed in childhood it has missed development stages and can never change.  Likely formed due to Fetal Alcohol Syndrome which again means poor ownership by the State?

Should a "State Complex" then be allowed to employ people like that in hard labor?  The State would argue to their benefit that the only other option would be to execute them.  But look at where there is strength.  Let's say that you did execute them.  Wouldn't that be the greatest deterrent ever?  Sure it would.  Terrible horrible person you call me?   Think for Gods sake, wouldn't it really lead to less victims in our country?  And none of this idea works with drugs that cause mental retardation being legal.
