Every City Block should be requested to have a deputized authority that lives on the block.  And there cannot be one bad thing said about them whatsoever, by anyone, or they lose the position.  All a person on the block would have to do is check a box that said bad thing, and the person would lose his position.  A separate piece of paper they could write what the bad thing was.  But it would be anonymous and they would lose their position as deputy.  And the block would have to elect a new one.  Could be a grandmother.  What would they be responsible for?  Keeping neighborhoods off of drugs and they could also pool new ideas for resource development of the area.  For example if there was space in an abandoned lot for solar panels they could put in a request to a Government Office of Alternative Energy Development to have an array installed and benefit their local grid.  Wouldn’t that not help solve the “I don’t have any heat in my home in winter problem?
And if a block eventually no longer had a deputy then it would be a sign that it was not a good place to live because there was no integrity there.  But a person that wanted to move their could read the list of “Bad Things” and decide for themselves before moving in.
I would like to see a law in place, “Abuse of Public Trust” you get a 110% tax rate for doing it.
