That is what you would tell someone who would be a danger to themselves if they were to trust themselves. (And likely a danger to you too?)
It is telling someone not to attempt to think. Not to attempt to use a human conscience or human reason. So again why would you tell someone that? Because you knew that they didn't have one.
And how could you know that they didn't have one? If you took steps to make sure that they never would? Such as giving their mother wine at communion while she was pregnant and creating a Fetal Alcohol Syndrome Mentally Retarded Person.
And at the same time in order to assure that belief will be valid with them they are to contribute to your religion.
