When the recidivism rate is perhaps 76% (likely higher) what does a Drug Dealer need a Drivers License for? That recidivism rate indicates they are not going to be driving to a job to do an honest days work.
Why does a pimp need a Drivers License? So that they can drive to a new neighborhood to set up new business? The recidivism rate indicates they are not going to use that Drivers License to go somewhere and do an honest days work.
I actually believe that such crimes are deserving of the Death Penalty. But I believe the above would be a step in the right direction.

Here is the point. Let's say that the above policy had been in place for the last 60 years. Would drugs have found their way into rural areas in the way that they have? I doubt it.
Just think about it. Had the Death Penalty been in place for the above criminal actions 9 decades ago would we have the problems in the United States that we do today? I doubt we would have very many problems here or problem people here!
