There is a reason you should never allow a propane cylinder to be on its side while you are using it. And that is because the liquid gas inside of it comes to the valve and is forced out by the pressure. When you have gas pressure behind a liquid the pressure to contain is increased? That liquid gets violently forced out and a fire could happen.
So when you compare European Engineering (German) to the United States Europe got the issue right? Make the dimensions of the propane tank so that the diameter is more than the height? Stout? So that the consumer can't use it on its side and it can't tip on its side? Pancake like.
They should all be that way in the United States.
Why not? You have had a bad king form of employment mobility? Fostered by irresponsible and unconstitutional limited liability.
