The Police Officer who fixates and
craves precipitating or.. putting a civilian in a situation whereby
he have been legally justified to use deadly force on him.
That is someone that perhaps should be excluded from school zones if not our entire democracy.
That can indeed be psychologically screened for. Also it might be brain scanned for as well as genetically determined.
An officer should also be tested for this at periodic intervals in his service.
It precipitates the rise of tyranny and communism!
In his mind he might even develop an us versus them approach which extends with perversion to justify everything he does and dishonorable conduct that he would never have considered to be dishonorable. And he might very well know how to pass screening tests asking these questions. So that is why a brain scan or genetic determination must eventually be used.

I also believe that the Police motto
“To protect and serve” needs to be changed. How a police officer
determines that he is serving a community can not be up to his
subjective determination. If that were true he would let drug
dealers of family members go while arresting those given the drugs,
hence he has a view that community really means his family when that
is the farthest thing from the truth.

Does the officer apparently, loiter in
certain areas? What thoughts preoccupy his mind? Are they of an
imaginary friend; his own personal Yahweh? The well fed sheep dog
and who thinks only of nipping at a coyote struggling to make ends
meat? That isn't how men living in freedom think is it!
A Police Chief or Mayor shouldn't have to get into a diatribe of defense for their actions in firing someone like that, all they should have to say is, "This one has turned into a bad apple." and list the reasons why as above. Or indeed just use this article to define what "bad apple" on the Police Force is! Or for that matter any part of the Judicial system such as special agencies that have exhibited rogue behavior. A President should just need to say, this has become a "Bad Apple," and it will be disbanded. Per the above definition. You don't have a lot of trouble understanding that definition do you? It is pretty clear isn't it?
Everyone knows what a bad apple is. We also know how a bad apple wines that it isn't one, we have heard all those punch drunk dumbfounded defensive arguments for far too long!
