They have the cruel and unusual punishment clause interpreted just the opposite of what it should be. They interpret it to mean you can't execute someone because it is cruel and unusual punishment. The correct interpretation is:
"It is cruel and unusual punishment to the rest of us to let someone who did those things live!"
