Of course it would have insulation over that! But in my mind that would be a lot more efficient battery cable that would be highly unlikely to oxidize and lose transmission potential. It should be standard Equipment on all transportation devices.
Over time the copper tends to oxidize to the point that a cable is no longer good and the car won't start. A cable like that would likely never have that happen? So that would be a lot less waste.
The graphite would also have superconductive properties.
